AKDAR SHRINE
MERRI-MAKERS UNIT

AKDAR TEMPLE

Article I
This UNIT is organized under the authority of the AKDAR SHRINE TEMPLE, A.A.O.N.M.S. and shall be subject to the wishes of the POTENTATE at all times as stated in the "RULES AND REGULATIONS GOVERNING UNIFORMED UNITS" of Akdar Shrine Temple.
   
   
Article II  
THE OBJECT of this organization is to create good-will, to entertain children, to participate and perform in parades, ceremonials, fund-raising activities, temple promotions and public appearances whenever and wherever the ILLUSTRIOUS POTENTATE shall order their participation.
   
   
Article III  
UNIT MEMBERSHIP
Section 1. ELIGIBILITY

In order to be eligible for membership in the UNIT, AN APPLICANT MUST BE A MEMBER IN GOOD STANDING IN AKDAR Temple or some other temple. This means that a member must:

A. Hold a CURRENT CARD from the BLUE LODGE.
B. Hold a CURRENT CARD from the SHRINE.
C. Comply with AKDAR Temple AND UNIT BY-LAWS at all times.

   
Section 2. Membership Clasification
The UNIT will have two (2) membership classifications:

(a.) ACTIVE MEMBERSHIP
(b.) HONORARY MEMBERSHIP

   
Section 3. To obtain membership in the UNIT, an applicant must:
Petition the UNIT as required by these BY-LAWS and submit the yearly dues of Twenty Five dollars ($25.00). Effective 01 January 2005 and there after unless revised. New clowns will be assessed an additional Five dollars ($5.00) to be used for ISCA membership first time fee.
   

Section 4.EACH PETITIONER shall be voted on individually, by simple majority ballot, after receipt and reading of his petition in regular business meeting, at the first regularly scheduled business meeting.

   
   
Article IV
ACTIVE MEMBERS: Members in this classification shall:
A. Be assigned regular duties.
B. Shall maintain requirements of meeting and practices.
C. Shall take part in all temple fund raising and temple sponsorship programs.
In order to remain in this classification, members must:

1. Attend seventy five percent (75%) of all temple and UNIT special and regular meetings for a calendar year.
2. Attend a ceremonial during the calendar year.
3. Shall not miss three (3) consecutive UNIT MEETINGS.
4. Any member may be excused by an officer in the Unit from attending any of these activities for the following reasons:

(a.) Attending meeting of prerequisite bodies
(b.) for business reasons
(c.) for sickness
(d.) for vacation

 
 
Article V: HONORARY MEMBERS
Honorary membership may be conferred upon any NOBLE of AKDAR Temple by a simple majority vote of the eligible voting members present at any regular UNIT business meeting. Shall not pay any fees or assessments. Shall not hold any office. May participate in social activities of the UNIT at the special invitation of the Director.
   
   
Article VI: GOOD STANDING

Section 1. TO REMAIN a member in good standing with the UNIT, yearly dues of Twenty Five dollars ($25.00) per year is required plus all other requirements as set forth in these BY-LAWS effective calendar year 2005.

Section 2. YEARLY DUES is payable and due on or before the first meeting in January. Only Members that have paid their dues by the March meeting date will be active members. Members paying their dues after the March meeting will be considered inactive and will not have any voting privileges. A list of the inactive members will be made and a record kept for a period of one (1) year. If member becomes inactive, the member will be dropped from the Unit. There will be (2) classes: voting and nonvoting.


Section 3. PRO RATED DUES (FOR NEW MEMBERS ONLY):
  • January to March--------------$25.00 + additional $5.00
  • April to June-------------------$20.00
  • July to September-------------$15.00
  • October to December---------$10.00
   

Section 4. Yearly dues includes your annual membership in the Central States Shrine Clown Association, plus, membership in the International Shrine Clown Association for the current year.

Section 5. Life Member
A member shall be voted on and approved for Life Membership by a simple majority vote of all eligible, active in attendance at a regular business meeting of the UNIT.

Section 6. SHOULD personal hardship prevail, special dispensation may be granted by the Director for isolated cases.

Section 7. Notice of expiration shall be sent by mail to each member that has not paid dues as required, within one (1) week following the second (2nd) UNIT business meeting of the calendar year.

Section 8. SHOULD a member fail to meet the dues/donation requirements as set forth by the UNIT, said member shall be dropped from the UNIT roll without further notice or action.

Section 9. ANY MEMBER of the UNIT whose membership has been dropped for failure to comply with any of these BY-LAWS, can be reinstated ONLY by presenting a new petition for membership to the UNIT and successful completion of the three (3) required meeting as outlined in ARTICLE IV, SECTION 1, (a.), (b), and (c.).

   
   
Article IX: SUSPENDED OR EXPELLED

Section 1. A MEMBER who becomes suspended and/or expelled from AKDAR Temple shall immediately be dropped from the UNIT without further notice or action by the UNIT

Section 2. A MEMBER may be suspended and/or expelled from the UNIT, when in the judgment of the majority. Members present and voting at a regular, stated business meeting, and said member shall have been found guilty of conduct which merits such action.

   

(a.) Official written notification shall be forwarded to such member over the signature of the Director. With a copy of the charge given to the POTENTATE, indicating all charges brought forth against the member, at least one (1) week prior to such meeting. Property belonging to either the UNIT or AKDAR Temple, shall be immediately delivered to the UNIT QUARTERMASTER.

   
   
Article X
Section 1. EACH MEMBER MAY, furnish himself with the following:

Class "A" UNIFORM:

  Clown Shoes
Clown Costume
Clown Makeup
Props as required

 

Class "B" UNIFORM: Fez

  Dinner Jacket
Black Trousers
Tux Shiret
Bow Tie
Black Shoes/Dress Socks
   

Class "C" UNIFORM: Fez

  Unit Wind Breaker/Jacket
Unit White Shirt
Black Trousers/Jeans
   
Section 2. THE CLASS "C" UNIFORM with Fez, should be worn at all UNIT business meetings, Temple business meetings and Ceremonials when at all possible.

(a.) All uniforms must be kept in a neat, clean, and presentable condition at all times.

   
   
Article XI: OFFICERS

Section 1. THE FOUR (4) elective officers of the UNIT shall consist of the Director, Assistant Director, Secretary and Treasurer. Each must be in good standing in AKDAR Temple and the MERRI-MAKER UNIT in order to be eligible to hold office.

Section 2. THE ELECTIVE officers shall be known as the Executive Committee, and shall meet preceding each regular business meeting at committee's discretion of place and time.

   
   
Article XII: ELECTIONS

Section 1. Nominations shall be held at the November meeting each year. The names of the elected Nobles must be forwarded to the Chief

Section 2. Elections for each elective office will be made from the nominations from the floor at the November business meeting and vited on by secret ballot, a majority of votes becomes the winners.

Section 3. All NOMINEES for an office must meet these requirements:

(a.) BE a member in good standing of AKDAR Center
(b.) HAVE CURRENT card from Blue Lodge, Shrine, and Merri-Makers UNIT.
(c.) MUST HAVE been an ACTIVE MEMBER for one (1) year preceding election.
(d.) MEET ALL requirements as set forth in the Uniform Units of AKDAR Center.

   
Section 4. ALL MEMBERS present and voting must have a current card from Blue Lodge, Shrine, and Merri-Makers UNIT before being admitted to UNIT meeting.


 
Article XIII

Section 1. ALL UNIT officers shall be responsible for maintaining an open line of communication between each other at all times.

Section 2. THE DIRECTOR shall be the Chief Executive Officer of the UNIT. He shall preside at all UNIT meetings, and "Robert's Rule of Order" shall prevail.

Section 3. THE ASSISTANT Director shall preside at UNIT business only in the absence of the Director. He shall also be the UNIT representative for Center Membership, also Parade and Activities Chairman.

Section 4. THE SECRETARY shall keep all records of UNIT meetings and attendance records for the year. He shall also conduct all official correspondence, circulate dues notices, and serve notices of any special meetings and/or other activities as necessary. He shall be available to perform such other duties as may be requested to him by the Director.

Section 5. THE TREASURER shall keep all financial accounts of the UNIT and receive all moneys due, and deposit same in a bank (or Banks) as approved by the vote of the UNIT. He shall pay all bills and expenditures of the UNIT presented to him and approved by a majority vote of all present and eligible to vote at a regular stated business meeting. All payments must be cosigned by the Director and the Treasurer and the Assistant Director or Secretary in the absence of the Director or Treasurer, before moneys can be withdrawn from the UNIT account. He shall perform other such duties as may be described in these BY-LAWS and/or required of him by the Director. An oral accounting of the treasurers books will be submitted to their membership not later than the 15th day of January and June, with a final written report distributed to all members present at the February and July stated business meeting each year. All expenditures up to $100.00 must be approved by the Director and expenditures over $100.00 must have a majority vote by the UNIT.

Section 6. THE QUARTERMASTER shall be appointed by the Director and shall be in charge of all the equipment belonging to the UNIT. He shall be responsible for maintaining all equipment in good working order and presentable. He may also have one or more assistants to help him. A "Beginning Inventory" shall be presented by the outgoing Quartermaster at the first meeting of the year. This list shall contain all equipment to his knowledge and in his possession, belonging to the UNIT and its present location. He shall turn the list over to the newly appointed Quartermaster who in turn will audit and present a copy to the Director for approval by the UNIT at the February stated business meeting.

 

Article XIV

Section 1. THE REGULAR Meeting of the UNIT is held on the first Thursday of each month. A "Special" meeting may be called by the Director at his descretion. Official business can only be acted upon at a regular business meeting of the UNIT.

Section 3. LIVING LIFE MEMBERS: In recognition of service to AKDAR Merri-Makers, the following clowns have received Life Time Membership status:
